Executive summary
Why Chile is the most active storage market in Latin America, and what it takes to enter it.
Chile has become the reference market for grid-scale batteries outside China, the US, and Europe. Operating BESS capacity passed 2 GW in January 2026 — four years ahead of the National Energy Policy’s 2030 target — and the construction pipeline (6.4 GW / ~30 GWh) is three times the operating fleet. Wood Mackenzie expects Chile to reach 5 GW by 2030 and to represent nearly half of Latin America’s cumulative storage by 2034.
The economics rest on a structural mismatch: the Atacama produces the world’s cheapest solar power in a region with too little transmission to move it south. Marginal prices sit at US$0/MWh during solar hours for most of the year in the Norte Grande, while evening prices are set by gas and diesel. Storage monetises that spread. The Kimal–Lo Aguirre HVDC line that would narrow it is not expected before 2029, so the arbitrage window is long enough to underwrite projects being financed today.
Policy is supportive and stable across the 2026 change of government. Law 21.505 (2022) gave standalone storage full market standing; DS 70 (2024) added capacity payments scaled by duration; DS 32 (published June 2026) rewrites system-operation rules to formally integrate storage; and the Ministry of Energy allocated over 11 GWh of fiscal land in the north to BESS developers at a fixed 2027 delivery deadline.
Entry requirements in one paragraph. There is no local-content rule. The binding requirements are (i) a Chilean SpA registered with the Coordinador as a coordinado; (ii) grid-code compliance under the January 2026 NTSyCS converter annex — which makes grid-forming capability mandatory for every BESS and requires OEM-specific DIgSILENT RMS models (plus EMT for ≥20 MW); (iii) IEC 62619 / UL 1973 / UL 9540 product certificates filed with SEC; (iv) Spanish-language labeling, manuals, and SDS; (v) a 15% cap on foreign staff for employers above 25 workers (technical specialists exempt); and (vi) environmental review via a DIA under the SEIA, with indigenous consultation possible on a case-by-case basis.

Sources disagree by a few hundred MW for the same month depending on whether units in commissioning are counted (ACERA: 1,575 MW operating + 737 MW testing at Dec 2025; Generadoras de Chile: 1,896 MW). Storage delivered ~2 TWh in 2025 (+200% y/y) and was the price-setting unit in roughly 40% of night-time hourly blocks by late 2025. Construction is concentrated in Antofagasta (44%) and Atacama (23%). Beyond construction, ~8 GW holds environmental approval and ~15 GW is in environmental evaluation.

Integrators with confirmed Chilean awards: Sungrow, BYD, e-STORAGE/Canadian Solar, Tesla (Megapack, mostly PMGD scale), Wärtsilä, Prevalon. No large CATL- or Huawei-branded integration award surfaced in public reporting, though both supply cells and PCS into third-party projects.
Demand drivers
The structural forces that make storage bankable in Chile.
Curtailment and zero marginal prices
Renewable curtailment reached 5.6 TWh in 2024 (~19% of wind+solar output) and 6.1 TWh in 2025. The Coordinador projected US$0/MWh marginal cost during solar hours for 8 of 12 months, spreading beyond the north as more solar comes online. Every MWh charged at zero and discharged into a gas- or diesel-set evening price is the core arbitrage. ACERA estimates the renewable share would have been ~49% without curtailment.
Transmission bottleneck: Kimal–Lo Aguirre
The ±600 kV, ~1,350 km, 3 GW HVDC line from Antofagasta to Santiago (~US$1.5–2bn) entered construction in February 2026 and was 19.7% complete in June 2026, marginally ahead of plan, after a ministerial committee unblocked permits in July 2026. Commercial operation is not expected before 2029. Until then the north–centre price decoupling that drives storage revenues persists; after it, storage shifts toward capacity, ancillary services, and evening-peak shaping rather than pure locational arbitrage.
Coal exit and firm-capacity replacement
Engie ceased coal at Mejillones from 1 January 2026 and is reusing sites and grid connections for BESS; about nine further units are slated to retire or convert by end-2026. Chile’s 2019 commitment was full exit by 2040, with political pressure to bring it to 2030–2035. The 2026/01 supply auction (2,835 GWh/yr) admits storage as backing capacity and explicitly excludes coal, petcoke, diesel, and fuel oil.
Demand growth and 2050 neutrality
The Long-Term Energy Plan (PELP 2023–2027) models a net-zero 2050 grid with ~30% demand growth from mining electrification, transport, and green hydrogen (7–24% of final energy by 2050, concentrated in Antofagasta). IEA’s Renewables 2025 projects Chile approaching 90% renewable electricity within five years and names curtailment as the main drag on its solar forecast — which is the storage opportunity restated.

Reading the numbers. The official 6 GW target is no longer a constraint; the realistic bound is grid capacity to absorb charging, connection-queue throughput at the Coordinador, and how fast evening spreads compress once ~10 GW of 4–5 hour batteries are discharging into the same peak. Expect duration to lengthen (4h→5h+ to capture full capacity credit) and revenue to migrate from arbitrage toward capacity and ancillary services from 2028.

Political continuity
President Kast (in office March 2026, term to 2030) and Energy Minister Ximena Rincón launched a Ruta Energética 2026–2030 centred on grid modernisation, electrification, storage integration, and transmission. No reversal of DS 70, the fiscal-land programme, or Ley 21.721 has been signalled; the H2-2026 agenda is explicitly pro-storage. The main policy risk is tariff reform noise rather than storage remuneration.
Revenue stack
How a Chilean BESS gets paid.
- Energy arbitrage (merchant). Charge at zero/near-zero midday marginal cost, discharge into the evening peak. Dominant revenue line for northern standalone projects today; compresses as the fleet grows and after Kimal–Lo Aguirre.
- Capacity payment (potencia de suficiencia). Regulated, administrative payment under DS 70 / DS 32. Full credit needs ≥5 h duration — the main reason new Chilean projects are moving from 4 h to 5 h designs.
- Ancillary services (SSCC). Primary frequency control CPF+/CPF− (10-second full activation, ≥5 min sustained) under DS 130/2012 as updated; the Coordinador’s annual IDPSSCC sets which resources are used. Mostly cost-based/administrative rather than tendered — treat as a minor line.
- Contracted revenue. Hybrid PV+BESS PPAs (Grenergy–Algarrobal), storage tolling/PPAs with utilities (Atlas–Colbún, 15 years), and supply-auction contracts where storage backs a 24/7 block (2026/01 auction).
- PMGD (≤9 MW). Distribution-connected storage under the reformed DS 88 — attractive for co-location, but the stabilised-price protection is lost when storage is added to an existing PMGD.

Coordinador Eléctrico Nacional — grid code (NTSyCS, Jan 2026)
Grid-forming is mandatory. Article 3-12 of the new Anexo Técnico: Exigencias Mínimas de Instalaciones Basadas en Convertidores requires every BESS connecting to the SEN to be a grid-forming (GFM) inverter-based resource, with software-switchable GFM/GFL modes on Coordinador instruction. Equipment specified for GFL-only markets will not pass.

SEC — product and installation safety
The SEC does not run a dedicated type-approval protocol for BESS. Compliance is documentary: certificates are attached to the commissioning declaration. The controlling instrument for battery installations is Instrucción Técnica RGR N°06/2024 (Res. Ex. 29.787 of 30 Dec 2024, amended by Res. Ex. 33.038 of 8 Jul 2025), which sits under the distributed-generation regulation DS 57/2019. Utility-scale plants on the transmission side fall under the RPTD (Decreto 109/2018) and the Coordinador annexes above; in practice, developers apply RGR N°06/2024’s product requirements as the reference set for SEC filings.

End-to-end, well-run northern projects have moved from site control to commercial operation in roughly 24–30 months; Grenergy’s Oasis phases and Atlas’s BESS del Desierto are the benchmark cases.
Risks and watch-list
What could change the thesis.
- Spread compression. With ~30 GWh entering by 2028 and Kimal–Lo Aguirre from 2029, evening spreads will narrow; projects financed on merchant arbitrage alone need capacity-payment and contracted revenue in the base case.
- Grid-forming compliance. The January 2026 annex is new; OEMs without validated GFM firmware and EMTP models face homologation delays. Procure against the annex, not against generic IEC 62933.
- Connection-queue congestion. Northern substations are saturated; connection-point certainty should precede equipment orders.
- Fiscal-land deadline. 30 June 2027 build-out deadline on concessions — a source of secondary-market opportunities and of forced-sale risk.
- PMGD reform. DS 1/2026 removes stabilised-price protection for PMGDs that add storage; distribution-scale hybrid retrofits need re-underwriting.
- Labour-cap volatility. Competing bills on the 15% foreign-worker cap; commissioning plans should rely on the specialist exemption rather than the headline ratio.
- Fire-safety gap. Chilean law lags UL 9540A / NFPA 855; a first significant BESS fire would likely trigger fast SEC rule-making. Build to the international stack now.
- Extended producer responsibility. The pending Ley REP battery decree will add take-back obligations to importers.
