Executive summary
Argentina has gone from zero utility-scale battery storage to roughly 1.4 GW of contracted capacity in eighteen months. The driver is not renewables integration but grid reliability: the Buenos Aires metropolitan area (AMBA) consumes about half of national demand, has had no new high-voltage transmission built in years, and suffered blackouts affecting ~3 million people in January 2026. The government’s answer was AlmaGBA (Res. SE 67/2025), a 500 MW node-targeted tender that awarded 713 MW, followed by AlmaSADI, a 700 MW national round that drew 8.3 GW of bids and was awarded in July 2026 (Res. SE 155/2026).
The commercial model is attractive on paper: 15-year, USD-denominated capacity payments (US$10,161–12,815/MW-month) contracted with distributors and backstopped by CAMMESA. The core risk is the counterparty — CAMMESA’s chronic payment arrears to generators — plus macro/FX fragility during the run-up to the 2027 election.
On the regulatory side, the Milei government has liberalized the market (Ley Bases 27.742, Decreto 450/2025), created a mandatory storage-project registry (RENPALMA, Res. SE 384/2025), removed import licensing (SIRA → SEDI), repealed the PAIS tax, lifted most capital controls, expanded the NCM 8507.60 tariff line to cover modern BESS (Decreto 781/2025), and now recognizes foreign battery certifications (Decreto 431/2025; Res. Conjunta 1/2026). There are no local-content quotas in the storage tenders and effectively no domestic cell manufacturing, so the market is open to imported, containerized systems — but suppliers must still navigate Sello S electrical-safety marking for LV equipment, CAMMESA’s Procedimientos Técnicos for interconnection, provincial environmental permits, and hazardous-waste rules for batteries.
Why storage, why now: the grid problem
The Argentine interconnected system (SADI) set a demand record of 30,257 MW on 10 February 2025. A January 2026 heatwave peaked lower (~25,000 MW) but still broke the system: a failure at Edenor’s Morón substation cut power to more than 900,000 customers (~3 million people), and roughly 3,100 MW of capacity was lost from the SADI in the cascade. Analysts identified the structural cause as the AMBA’s dependence on aged 500 kV/220 kV infrastructure with no expansion for over a decade.
Node-targeted batteries are the fastest available fix: they can be built in 12–18 months, sited inside the constrained distribution networks of Edenor and Edesur, and dispatched at evening peaks when the gas-fired thermal fleet and the transmission corridors are saturated. This framing matters for suppliers — the buyers are primarily looking for 4-hour, peak-shaving, distribution-connected capacity with strong availability guarantees, not energy arbitrage.
A second, slower driver is renewables curtailment. Wind in Comahue/Patagonia and solar in Cuyo/NOA are constrained by transmission; the MATER (term market) allocation rules permit up to 8% curtailment pending two planned 500 kV lines (Río Diamante–Charlone–O’Higgins and Puerto Madryn–Choele Choel–Bahía Blanca). Co-located storage at wind and solar parks (Genneia, YPF Luz, Central Puerto, Cauchari in Jujuy) is the logical next market once the reliability round is absorbed.

Read-through for suppliers. The 12× oversubscription of AlmaSADI shows developer appetite far exceeds contracted volume. Expect further rounds (roughly 30 additional critical nodes were identified beyond the first 10), plus provincial utility procurements such as EPEC (Córdoba), which has already published its own BESS technical specification. Equipment for the 1.4 GW already awarded must be ordered in 2026–27 to meet COD.
Market sizing, developers and suppliers
Addressable market
- Contracted (firm): ~1,413 MW / roughly 2.8–5.6 GWh depending on duration (AlmaGBA specs are 4-hour-oriented), ≈ US$1.2 bn capex, deliveries 2026–28.
- Near-term pipeline: ~550 MW of new generation and storage is scheduled to connect in Aug–Oct 2026 alone; CAMMESA has flagged batteries as the main new asset class.
- Follow-on tenders: a further 700 MW–1 GW round is plausible given unsuccessful AlmaSADI bidders holding 7.6 GW of prepared projects.
- Renewables co-location: untapped; contingent on MATER reform and transmission build-out. Indicative 2030 potential of 3–5 GW cumulative if a second reliability round and hybridization proceed. [estimate]
Older official planning (the 2030 Transition Plan) cited only 140 MW of BESS; that figure is obsolete and should not be used in any sizing.
Developers
The buyer universe is concentrated: Central Puerto, Pampa Energía, Genneia, YPF Luz, MSU Green Energy, Aluar, DQD Energy, 360 Energy Solar, Intermepro, Coral Energía, Rowing, plus Edenor/Edesur as contract counterparties and provincial utilities (EPEC, EPE Santa Fe). Most are investment-grade-adjacent local energy groups with USD bond access.
Equipment supply
CATL is reported to be supplying >1.1 GWh to a Central Puerto AMBA project, billed as the country’s largest single BESS. No confirmed Argentine supply contracts were found for BYD, Huawei, Sungrow, Tesla or Hithium [unconfirmed] — treat this as a reporting gap rather than absence; several of these vendors are active in the wider Southern Cone (Chile in particular) and are almost certainly bidding.

Gap: there is still no consolidated CAMMESA Procedimiento Técnico defining storage as a distinct MEM agent class with its own dispatch and ancillary-services rules. Regulation is proceeding tender-by-tender. Suppliers should expect technical requirements to be set in each tender’s annex and interconnection study rather than in a single grid code.
RIGI — Large Investment Incentive Regime
- Threshold US$200 m per project (single-purpose vehicle); 25% corporate income tax; accelerated depreciation; VAT credit certificates; exemption from import duties and statistical fees on capital goods; guaranteed FX access for imports and dividends; 30-year tax, customs and regulatory stability.
- ~23 projects and ~US$49 bn approved so far, concentrated in lithium mining, oil & gas and LNG. No grid-scale storage project has been publicly confirmed under RIGI [unconfirmed]; individual BESS projects (US$50–150 m) sit below the threshold unless bundled.
- Application window was originally due to close around July 2026; check for extensions before structuring any deal around it.
Political outlook
La Libertad Avanza won the October 2025 midterms with ~40.7% nationally, including Buenos Aires province, strengthening the reform agenda through the 2027 presidential election. The IMF Extended Fund Facility (US$21 bn, approved April 2025) passed its second review in May 2026; staff projects 3.5% growth and 25% inflation in 2026 but flags net reserves (≈ –US$14 bn at end-2025) and political uncertainty as key risks.
Import, tariff and FX regime
- Import licensing: SIRA non-automatic licences were abolished and replaced by SEDI, a statistical declaration with no prior approval. Verify per NCM code whether any residual non-automatic licence applies.
- Tariff classification: Decreto 781/2025 (31 Oct 2025) rewrote NCM 8507.60.00 to explicitly cover large lithium-ion systems (up to 18 modules, 2,500 V per module, with cooling, fire suppression and control equipment), using Argentina’s Mercosur CET exception list (valid through 2028). Inverters/PCS fall under NCM 8504.40. Confirm current duty rates with a customs broker; a RIGI-approved project pays zero.
- PAIS tax: the 7.5–30% FX surcharge on imports expired 23–24 Dec 2024.
- Capital controls: lifted for individuals on 14 Apr 2025 (BCRA Com. “A” 8226); companies may remit dividends on FY2025+ earnings. Energy-sector dividend outflows were running ~US$460 m/month by mid-2026, i.e. repatriation is working in practice.
- Contract currency: AlmaGBA/AlmaSADI capacity payments are set in USD and paid in pesos at the official rate — a partial hedge, exposed to any re-widening of the official/parallel gap.
Localization: local content and manufacturing
Local-content requirements
- Ley 27.437 (Compre Argentino y Desarrollo de Proveedores) applies to public procurement and licensed public-service companies, giving domestic goods a price preference (typically 8–15%) but does not impose a quota on imported BESS.
- Unlike RenovAr (2016–19), which offered incentives for a national-component share, no local-content requirement or scoring was found in the AlmaGBA or AlmaSADI bid terms. Confirm against the CAMMESA pliego before bidding [verify].
- Practical localization that does add value: local EPC and civil works, MV transformers and switchgear (Tadeo Czerweny, Tubos Trans Electric and others manufacture locally), cabling, containers/foundations, O&M staff, and a local spare-parts and service hub — all of which reduce import costs and score with developers on delivery risk.
Domestic manufacturing base
- Cells: none at commercial scale. Y-TEC’s UniLiB pilot plant in La Plata (YPF/CONICET/UNLP; ~13 MWh/yr design) stalled after 2023 budget cuts and had not been inaugurated as of 2025. Jujuy’s JEMSE has a long-announced battery-plant plan with no output.
- Lithium raw material: Salta, Jujuy and Catamarca host Rincón (Rio Tinto, US$2.7 bn), Cauchari-Olaroz expansion, Fénix and Hombre Muerto Oeste — all RIGI-approved — but they export carbonate; there is no domestic cathode or cell chain to absorb it.
- Integration/assembly: a few local integrators assemble LV/commercial systems; no domestic containerized utility BESS integrator exists. A joint venture to do final assembly/commissioning locally is a differentiator, not a requirement.
- Provincial incentives: Tierra del Fuego’s electronics regime and provincial programs in Buenos Aires, Mendoza, San Juan, Jujuy and Córdoba were not substantiated as applicable to BESS assembly [unconfirmed].
Certification and technical requirements
Product safety: Res. 169/2018 “Sello S” (Marca de Seguridad Eléctrica)
- Scope: electrical products rated 50–1,000 V AC or 75–1,500 V DC sold in Argentina. Discrete LV products — PCS/inverters with LV output, auxiliary power panels, UPS, chargers, LV distribution boards — fall in scope.
- Exclusion: medium-voltage equipment (>1,000 V) and equipment declared as an industrial capital good for a specific installation (the “uso industrial” carve-out inherited from Res. 92/98 and 171/2016). Containerized MV-connected BESS supplied to a MEM project is typically imported under this exemption; the supplier signs an affidavit and the importer/EPC assumes responsibility. Confirm treatment for each SKU with the certifier — the exemption is applied at the customs/broker level and is not automatic.
- Certification bodies (OAA-accredited, ISO/IEC 17065): IRAM, TÜV Rheinland Argentina, Bureau Veritas, UL Solutions Argentina, IQC, Lenor.
- Accepted evidence: IECEE CB Scheme test reports and certificates against IEC 62109-1/-2 (inverters), IEC 62477-1 (power converters), IEC 62619 (industrial Li-ion cells/batteries), IEC 62933-5-2 (EES system safety), plus UL 9540/9540A for fire-propagation data. With CB reports the process is document review only, typically 4–10 weeks; full local testing takes 2–4 months per model.
- Markings: Sello S label on the product, Spanish-language nameplate and manual, and an importer/responsible-party declaration.
Battery import compliance: Ley 26.184 and Decreto 431/2025
- Ley 26.184 (2007) regulates the manufacture, assembly and import of batteries (heavy-metal content limits, labelling). Decreto 431/2025 (26 Jun 2025) and Resolución Conjunta 1/2026 redefined enforcement, digitized the procedure, and — critically — recognize accredited foreign test reports and certifications in lieu of duplicate Argentine testing.
- Bring IEC 62619, UN 38.3 (transport), and RoHS-style composition declarations; a Spanish-language technical dossier per cell/module model.
Grid connection: CAMMESA Procedimientos Técnicos and ENRE access
- Agent registration: the project company registers with CAMMESA as a MEM Generator (or the distributor contracts it under the storage-generation contract) and files in RENPALMA.
- PT N°4 (minimum technical requirements for new users connecting to the SADI): connection and protection studies, short-circuit and stability analysis, breaker-failure protection, power-factor capability (cos φ ≥ 0.95 at rated power historically required), and — for inverter-based resources — fault ride-through and frequency/voltage response. Dynamic models in PSS/E format are required for CAMMESA’s planning database.
- PT N°12 / SMEC: commercial metering at the connection point per CAMMESA’s metering system rules; bidirectional metering with certified meters.
- Transmission access: “solicitud de acceso y ampliación de la capacidad de transporte” filed through the transmission or distribution company (Transener, Transba, regional Transportistas, or Edenor/Edesur) with ENRE, which opens a 10-day public-opposition window before granting access (e.g. ENRE Res. 642/2025, 82/2026).
- Tender technical annexes: AlmaGBA/AlmaSADI and EPEC’s ALMAEPEC Anexo I specify SCADA/SCOM integration with CAMMESA’s operations centre, protection and control schemes, modular MV connection, availability tests, and commissioning witnessed by CAMMESA/the distributor. Grid-forming capability is not currently mandated [unconfirmed] but is increasingly requested in bids.
- Installation codes: AEA 90364 (LV installations, IEC 60364-based) and AEA 95301/95401 (MV/HV) are adopted by provinces and utilities as the inspection standard; ENRE does not issue them but distributors enforce them at acceptance.

Permitting and environmental compliance
- Environmental impact assessment: provincial, not national. Buenos Aires province applies Ley 11.723 through OPDS (now Ministerio de Ambiente PBA); a Declaración de Impacto Ambiental is required before construction. CABA and other provinces have their own procedures.
- ENRE Res. 558/2022 (replacing Res. 555/2001): MEM agents must maintain an environmental management system aligned with ISO 14001 and report annually.
- Hazardous waste: Ley 24.051 (national) and provincial regimes such as Buenos Aires Ley 11.720 treat spent lithium batteries as hazardous waste; the project must register as a generator and contract licensed transporters and treatment operators. A comprehensive battery end-of-life/EPR law has been drafted but not enacted; expect it during the asset life.
- Fire safety: no national mandate for NFPA 855; it is applied contractually by EPCs, lenders and insurers. Local bomberos and municipal habilitación sign-off are required; UL 9540A test data materially eases this.
- Municipal: habilitación municipal for the site, plus land-use zoning confirmation for distribution-connected sites inside the AMBA.

Recommendations for market entry
- Target the awarded 1.4 GW immediately. Equipment for AlmaGBA (COD Jan 2027) is being ordered now; AlmaSADI winners (Genneia, DQD, 360 Energy, Aluar, Intermepro) will procure through late 2026. Approach developers and their EPCs directly; CAMMESA is not the buyer.
- Pre-certify. Complete IEC 62619/62933-5-2 and UL 9540A testing and obtain a Sello S for any LV PCS/auxiliary SKU before bidding; developers score certification readiness because COD penalties are theirs.
- Set up a local entity and service base. A Buenos Aires SRL/SA with spare-parts inventory, Spanish-speaking commissioning engineers, and a local partner for EPC/civil works substitutes for the absent local-content rules and addresses the developers’ main worry — availability guarantees over 15 years.
- Structure payment risk. Insist on LC/ECA-backed payment terms; do not take CAMMESA exposure directly. Offer long-term O&M and augmentation contracts priced in USD.
- Watch three regulatory events: the next storage tender (likely 2027 with ~30 new nodes), the MATER renewal (which may finally admit storage and hybrid projects), and any consolidated CAMMESA storage Procedimiento Técnico.
- Consider RIGI only for portfolios. A bundled ≥US$200 m storage portfolio could qualify for duty exemption and 30-year stability; single projects cannot.
